Message of May 11 was read, stating the House passed and returned              
for consideration SENATE BILL NO. 1 with the following                         
amendment:                                                                     
                                                                               
	HOUSE CS FOR SENATE BILL NO. 1(FIN)                                           
"An Act relating to state implementation of federal                           
statutes."                                                                     
                                                                               
Senator Halford moved that the Senate concur in the House                      
amendment.  Senator Duncan objected.                                           
                                                                               
The question being:  "Shall the Senate concur in the House                     
amendment to SENATE BILL NO. 1?"  The roll was taken with the
